An NYPD body-worn camera captured officers rushing a 28-year-old man to hospital after he was shot during a federal operation involving Immigration and Customs Enforcement (ICE) agents on Thursday, October 8.

Footage posted by the NYPD on October 9 shows officers responding near Marble Hill Avenue and West 225th Street at about 4:07 p.m. Oscar Belgal is seen handcuffed on the pavement beside a gray Honda before officers help him up, place him in a police vehicle and drive away.

Police Commissioner Jessica Tisch said officers from the 50th Precinct were responding to an unrelated call nearby when they heard about the shooting. They were not involved in the federal operation and were not present when the shots were fired.

Belgal was taken to NewYork-Presbyterian Allen Hospital with a gunshot wound below his left ear. He was in stable condition, Tisch said.

Security camera footage showed a plainclothes federal officer pointing a gun through the Honda’s driver-side window as Belgal backed into a parking spot. The car then moved forward out of view. The cameras did not capture the shooting itself.

Tisch said evidence at the scene indicated that at least one ICE agent fired seven rounds. The Honda had ballistic damage to its windshield and a shattered rear window. A 5-year-old boy believed to be Belgal’s son was inside the vehicle and was later found safe with a family member.

The Department of Homeland Security said the operation targeted a Dominican national it described as a criminal illegal alien, citing a grand larceny conviction, other arrests and an alleged connection to the Trinitarios gang. Tisch said Belgal pleaded guilty to fourth-degree grand larceny in a 2023 robbery case and received five years’ probation. A separate 2025 drug-sale case remains pending.

Mayor Zohran Mamdani later said discussions with the White House and DHS did not result in Belgal’s release from federal custody.
